You can use the command debug-vpn -t ipsec to see in the logs why the tunnel was not established.
By reporting that only the IP was exchanged in one of the stores, a hypothesis to be verified is whether in the fields Local Host and Remote Host, within the VPN tunnel configuration, is registered the new IP of the drive. The parameters on both sides should be checked.
