The release can even be done via dictionary in the WEB policies, however, the implementation of the release using categories WEB rules are more efficient and consume less resources.
In your example, you could release the category of Government for this release.
Now there's another question, which is for you no please release all sites belonging to the category of Government, and release only a few specific sites, then yes the option would even be the dictionary release.
